Pilots, experiments, demonstration programs … a rose by another name, etc.

The NYT describes a few of the programs the Bloomberg administration has offered as pilot programs in order to circumvent review by other responsible decision-making bodies in city government.

I know of very little research on the rhetorical device of calling a program a demonstration instead of another name, but here’s an interesting paper on the rhetorical device of “states as policy laboratories”. James Gardner describes “images that are attractive, but misleading….”, which sounds like many (if not most) state programs.

By and large, states don’t experiment, they respond.
